Side plugs below doors

Probably a basic question but what are the side round "plugs" that are located below the doors/body panels on the outside of the lower black frame? Also what color should these be - mine are sort of an aged metal look and wondering how to clean these up. Thanks

You're probably talking about the seatbelt anchor cap, it should be black:

Or you are talking about the jacking plates
