Was there an explanation given? Where the car came from? Who it belonged to? Why they have it there?

It was built by Bruce Coulombe and is BTTF2 style (Mr Fusion, sideways tires, underbody lights). VIN 6184, looks like it spent some of its life in Georgia.
It is almost always broken because of how many people climb in and out of it each day. There is a video conference unit inside of it and you can do video calls from in there (when it's working).
It's less of a break room and more of a large marketing room; I think there are external events for clients in there sometimes.
