I assume you put the CSV line back on before you tried the plate?
The injector and Cold Start Valve (CSV) are both fed by the Fuel Distributor (FD). So, since only the CSV is getting pressure, you need a pressure gauge to see if it is because the pressure is to low (flows at the CSV line but not enough to open the injector(s) or the FD is stopped up or ???)
You might try pulling the CSV and check it with the line connected and see if it sprays to get a fair idea of pressure, but a gauge is what you are going to need now or down the road anyway, so I would get one if I could.
