What sucks is that California is such a large state. That 1,000 mile annual limit will get used up pretty quickly. A trip to Los Angeles and back is over 600 miles for just one event. At that point, it makes more sense to tow the car.

Or just leave it as a regularly registered car. While it's clear that getting testing done is a bit broken in CA, there's no technical reason a normal working D can't pass emissions tests.

+1 on the last bit of this assessment but only as long as the car has a cat that still works or you can find a decent used one somewhere.
